Suzuki Makio works quietly as a janitor at a university while secretly devoting himself to making bombs. One day, he sees a poster on campus that reads, “Outsiders’ Club: Members Wanted.” Intrigued, he joins the meeting and finds a group of students discussing their daily frustrations and feelings of despair. The organizer of this strange gathering is a female student named Kinuko Sakata. At first glance, she seems to be an ordinary student, but she is harbouring an unexpected secret…
